第四届“全球治理▪东湖论坛” 人类命运共同体与全球治理国际研讨会征文启事

尊敬的先生(女士):您好!

“全球治理.东湖论坛”是经中国教育部国际合作与交流司批准,在教育部社会科学司、湖北省委省政府的指导下,由华中科技大学国家治理研究院、国家治理湖北省协同创新中心主办,由中国世界和平基金会、中国国际交流促进会、中国全球化智库、中国人民大学重阳金融研究院、浙江师范大学中国非洲研究院、《中国社会科学》编辑部、《华中科技大学学报(社会科学版)》编辑部等单位协办的高水平国际交流平台。自2015年以来已连续举办了三届,第四届“全球治理.东湖论坛”将于2018年11月中旬在中国武汉东湖宾馆举行,本次论坛的主题是“人类命运共同体与全球治理”,现面向全球征文。

一、主题阐释

“宇宙只有一个地球,人类共有一个家园。”中国国家主席习近平同志2017年1月18日在联合国日内瓦总部发表演讲,呼吁共同构建人类命运共同体。他指出:“人类正处在大发展大变革大调整时期。世界多极化、经济全球化深入发展,社会信息化、文化多样化持续推进,新一轮科技革命和产业革命正在孕育成长,各国相互联系、相互依存,全球命运与共、休戚相关,和平力量的上升远远超过战争因素的增长,和平、发展、合作、共赢的时代潮流更加强劲。同时,人类也正处在一个挑战层出不穷、风险日益增多的时代。世界经济增长乏力,金融危机阴云不散,发展鸿沟日益突出,兵戎相见时有发生,冷战思维和强权政治阴魂不散,恐怖主义、难民危机、重大传染性疾病、气候变化等非传统安全威胁持续蔓延。”如何把握世界大势,抓住和平与发展的机遇,应对各种风险和挑战?这是全人类共同面临的时代课题。

“加强全球治理,推进全球治理体制变革”;“构建人类命运共同体,实现共赢共享”。这是中国的方案,也是世界人民的期待。国际社会应从伙伴关系、安全格局、经济发展、文明交流、生态建设等方面作出努力。坚持对话协商,建设一个持久和平的世界;坚持共建共享,建设一个普遍安全的世界;坚持合作共赢,建设一个共同繁荣的世界;坚持交流互鉴,建设一个开放包容的世界;坚持绿色低碳,建设一个清洁美丽的世界。

构建人类命运共同体是一个美好的目标,也是一个世界各国人民勠力同心、奋力拼搏才能实现的目标。我们期待与海内外学者、各国政府代表、全球性国际组织代表围绕“人类命运共同体与全球治理”进行广泛而深入探讨,为推进构建人类命运共同体的伟大进程贡献智慧。本次论坛的主要议题有:

1、当前全球化的新态势、新特征研究;

2、逆全球化思潮与全球治理新挑战研究;

3、全球治理变局与全球治理体制变革研究;

4、人类命运共同体的目标形态及基本特征研究;

5、人类命运共同体的构建与全球治理现代化研究;

6、人类命运共同体与民族文化多样性研究;

7、人类命运共同体构建与国家责任研究。

二、论文要求

真诚邀请您为本次论坛撰写论文,请您于2018年5月31日前将论文题目和300字左右的提纲或摘要提交到邮箱:isg@hust.edu.cn;正式论文提交截止时间是2018年9月30日。论文要求紧紧围绕“人类命运共同体与全球治理”的主题,观点明确,表达流畅,字数在6000-8000字为宜。

“全球治理东湖论坛”背景资料

自2015年以来已成功举办了三届“全球治理.东湖论坛”,在国内外产生了较大的影响。其中,第一届的主题是“全球治理与国家责任”(2015年12月12-13日);第二届的主题是“绿色发展与全球治理”(2016年11月11-12日);第三届的主题是“国际组织与全球治理”(2017年12月9-10日)。出席这三次“全球治理.东湖论坛”的部分国际代表有:波兰前副总理Grzegorz W. “全球治理.东湖论坛”的主办方为华中科技大学国家治理研究院。华中科技大学国家治理研究院是2014年2月成立的直属于中国著名大学华中科技大学(Top ten)的中国特色高校新型智库,自成立以来的四年多时间里开展了大量的工作、取得了丰硕的成果,在国内外产生了较大的影响。如今是湖北省高等学校人文社会科学重点研究基地,国家治理湖北省协同创新中心的牵头单位,湖北省十大改革智库之一,湖北省十大新型智库之一(湖北地方治理研究院)。2017年11月在中国社会科学评价研究院发布的《中国智库综合评价AMI研究报告(2017)》中入选“中国核心智库”,位列高校智库A类“社会政法领域”第3名;2018年1月,在中国社会科学出版社、浙江工业大学全球智库研究中心发布的《中国大学智库发展报告(2017)》中入选“中国大学智库机构百强排行榜”,位列第18位,是该榜前20名中最年轻的智库机构。

“全球治理.东湖论坛”的举办地点是湖北武汉的东湖宾馆。湖北省位于中国中部,长江中游,洞庭湖以北,故名湖北。湖北省承东启西、连南接北,素有“九省通衢”之称;江汉平原位于湖北省中部,因有“鱼米之乡”之称;湖北省湖荡星罗棋部,也有“千湖之省”的美誉。武汉是湖北省的省会城市,中国中部地区最大的城市。长江、汉江穿城而过,把武汉分成武昌、汉口、汉阳三镇,故名曰“江城”;武汉被称为“百湖之市”,拥有世界上最大的城中湖——东湖。本次论坛的会址东湖宾馆就坐落在风景秀丽的东湖之滨,毛泽东主席曾长期在此工作和生活,素有"湖北国宾馆"之称。


Call for Papers of the Fourth East Lake Forum on Global Governance

for International Symposium on Human Destiny Community and Global Governance

The East Lake Forum on Global Governance, approved by International Cooperation and Exchange Department of the Ministry of Education, is a high-level international exchange platform, co-hosted by the Institute of State Governance of Huazhong University of Science and Technology (HUST), Hubei Provincial Co-innovation Center for State Governance, the China World Peace Foundation, the China Association for the Promotion of International Exchange, the China Globalization Think Tank, the Chongyang Institute of Finance of Renmin University of China, the China Academy of African Studies of Zhejiang Normal University, the editorial department of “The Chinese Social Sciences” and the editorial department of “The HUST (Social Science Edition)under the guidance of the Department of Social Science of the Ministry of Education and the Provincial Government of Hubei Province. The fourth East Lake Forum on Global Governance themed as “Human Destiny Community and Global Governance” will be held in Wuhan East lake Hotel in mid-November 2018. It has been held consecutively for three times since 2015. Now this forum is calling for papers worldwide.

I. Thematic Interpretation

Chinese President Xi Jinping delivered in a speech at the UN headquarters in Geneva on January 18, 2017, “Only one Earth in the universe, and humankind shares a same home” which called for a common community of human destiny. He pointed out: "Human beings are in a period of major development, major changes, and major adjustments. The world is undergoing multi-polarization, economic globalization is developing in depth, and social information and cultural diversity are continuing to advance. A new round of scientific and technological revolutions and industrial revolutions are growing. Interconnected and interdependent with each other, countries in the world share common destiny. The rise of peace forces far exceeds the growth of war factors, and the trend of peace, development, cooperation, and mutual benefit has become stronger. At the same time, humanity is also facing an endless stream of challenges. In an era of increasing risk, sluggish world economy, lingering financial crisis and increasingly prominent development gap, countries are appealing to arms from time to time. The Cold War mentality and power politics are lingering. Non-traditional security threats such as terrorism, refugee crises, major infectious diseases, and climate change problems continue to spread.” How to grasp the world trend, seize the opportunity of peace and development, and deal with various risks and challenges remain an era issue facing all humanity.

"Strengthening the global governance to promote the reform of the global governance system," and "building a community of human destiny to achieve shared benefits" are not only China's plans but also the expectation of the people of the world. The international community should make efforts in areas such as partnerships, security patterns, economic development, cultural exchanges, and ecological construction. Adhere to dialogues and consultations to build a world of lasting peace; adhere to co-construction and sharing to build a world enjoyed universal safety; adhere to win-win cooperation to build a common and prosperous world; insist on exchanges and mutual understanding to build an open and inclusive world; Adhere to green and low-carbon development to build a clean and beautiful world.

Building a community of human destiny is a good goal that all peoples in the world can work together to achieve. We look forward to conducting extensive and in-depth discussions with scholars at home and abroad, representatives of governments of various countries, and representatives of global organizations around the world on "human destiny community and global governance," and contributing wisdom to the great process of building a community of human destiny. The main topics of this forum are as follows:

1. Current research on new trends and new features of globalization;

2. Research on the counter-globalization trends and new challenges in global governance;

3. Changes in global governance and changes in the global governance system;

4. Research on the target form and basic characteristics of the human destiny community;

5. Construction of human destiny community and the study of global governance modernization.

6. Diversity research on human destiny community and national cultural;

7. Construction of human destiny community and the study of state responsibility.

II. Paper Requirements:

We sincerely invite you to write a paper for this forum. Please submit your paper title and outline or abstract about 300 words to the email address: isg@hust.edu.cn before May 31, 2018. The deadline for submission of formal papers is September 30, 2018. Requirements for papers: a tight focus on the theme of “Human Destiny Community and Global Governance”, clear view and fluent expression and about 6000-8000 words recommended.

Background Information for East Lake Forum on Global Governance

Since 2015, East Lake Forum on Global Governanc has been successfully held for three sessions, which has had a significant impact at home and abroad. Among them, the first was themed as "Global Governance and State Responsibility" (December 12-13, 2015); the second themed as "Green Development and Global Governance" (11-12 November 2016); the third themed as "International Organizations and Global Governance" (December 9-10, 2017). Some of the international delegates attending the forum include: Grzegorz W. East Lake Forum on Global Governance is held by the State Governance Institute of Huazhong University of Science and Technology. The State Governance Research Institute of HUST is a new-type think tank for Chinese universities directly under HUST (top ten universities in China) and was established in February 2014. Since its establishment, it has carried out a great deal of works, achieving fruitful results and exerting a greater impact at home and abroad. Today, it is the key research base for humanities and social sciences of universities in Hubei Province, the initiator of Hubei Provincial Co-innovation Center for State Governance, and one of Hubei's top ten reform think tanks as well as one of Hubei’s ten largest think tanks (Hubei Institute of Local Governance). In November 2017, Institute of State Governance of HUST was selected as "China's core think tank" and ranked No. 3 in the category "Social Politics and Law" in the Class A Think Tank at the university in the "China Think Tanks Comprehensive Evaluation AMI Research Report (2017)" published by the China Academy of Social Science Evaluation; in January 2018, it was ranked No. 18th, the youngest think tank institution in the top 20 list, in the "China University Think Tank Development Report (2017)" published by the China Social Science Press and the Zhejiang University of Technology Global Think Tank Research Center,

The East Lake Forum on Global Governance is held at East lake Hotel in Wuhan, Hubei Province. Hubei Province is located in central China, in the middle reaches of the Yangtze River, north of Dongting Lake. Hence the name of Hubei refers to the north of lake in China. Hubei Province located in the center of China is known as the “the pivot of Nine Provinces”; Jianghan Plain is located in the central part of Hubei Province and is known as the “land of fish and rice”; Hubei wins the reputation for “the province with thousands of lakes” for its rich water resources. Wuhan is the capital city of Hubei Province and the largest city in central China. The Yangtze River and Han River pass through the city and divide Wuhan into Wuchang, Hankou, and Hanyang towns, hence the name “Jiangcheng”; Wuhan is known as “the city of hundreds of lakes” and has the world’s largest city lake—East Lake. East Lake Hotel, the site of this forum, is known as the "Hubei State Guesthouse” and is located on the scenic East Lake where Chairman Mao Zedong worked and lived here for a long time.
