2025年6月,国际信息研究大会将在保加利亚瓦尔纳切尔诺莫雷酒店举行(线上会议6月10-14日,线下会议6月23-30日)。国际信息科学学会副会长Dr. Wolfgang Hofkirchner教授计划在大会上举办“2025年社会信息大会(SIG 2025)”。经他邀请并得到大会组委会批准,国际社会认识论研究联盟、华中科技大学国家治理研究院和社会认识论研究中心,将在大会期间举办“全球化、社会信息与社会认识论”分会。华中科技大学原党委副书记、国家治理研究院院长、国际社会认识论研究联盟主席以及国际信息科学学会创始主席欧阳康教授将担任本次分会主席。本次分会将从信息科学的视角探讨全球化、社会认识论以及当代问题。现特向相关学者征集论文和会议发言人。
社会认识论是一种关于人们如何理解社会的哲学理论,既关注人们对社会的客观认知,也关注人类社会的自我认知。社会认识论是当代哲学的重要分支,也是当代认识论的一个新兴领域和重要形式。社会认识论研究与社会信息理论密切相关。
全球化是现代化的全球扩张,自第二次世界大战以来全面展开,已成为当代人类文明的重要形式。近年来,全球化正经历深刻转型。一方面,自第二次世界大战以来的传统全球化仍在延续;另一方面,一些新的全球化形式正在出现,同时一些国家对全球化进行阻碍和压制。多种全球化形式的共存使世界进入了一个动荡变革时期,世界正经历百年未有之大变局,其特征是显著的不确定性、不稳定性和不可预测性。
全球化的转型对当代人类和各国都提出了严峻挑战,各国都需要重新审视和确定自身的发展道路和方向。这也为拓展和深化社会认识论研究、推动认识论和哲学的当代发展提出了迫切要求并提供了客观依据。
加强社会认识论研究需要关注社会信息问题。本次会议倡导全面把握全球化的深刻转型,探索社会信息与全球化之间的复杂关系,探讨如何通过社会信息化推动认知正义、加强全球正义、促进全球善治、推动社会认识论的当代发展,以及在全球化转型时期增强人类的思想理论自觉。
本次会议拟采用线上线下相结合的形式开展(具体参会时间和形式将另行通知),会议语言为英语。线上参会无需缴纳注册费,线下参会的学者则需根据峰会要求缴纳注册费。

Sub forum on Globalization, Social Information, and Social Epistemology

On the occasion of the 2025 Summit of the International Society for the Study of Information (IS4SI), Dr. Wolfgang Hofkirchner, vice president of the society plans to organize “Social Information GATHERING 2025 (SIG 2025)”. With his invitation and the approval of the organizing committee, International Alliance for Study of Social Epistemology, Institute of State Governance, and Social Epistemology Research Center at Huazhong University of Science and Technology (HUST), will host a sub forum titled "Globalization, Social Information, and Social Epistemology" during the summit. Professor Ouyang Kang, former Vice President of Huazhong University of Science and Technology (HUST), Dean of the Institute of State Governance, President of International Alliance for Study of Social Epistemology, and the Founding President of the International Society for the Study of Information, will serve as the chairman of the forum. The forum will explore globalization, social epistemology, and contemporary issues from the perspective of information science. We are now inviting scholars to submit papers and proposals for presentations at the conference.
Social epistemology is a philosophical theory that examines how people understand society. It focuses on both people's objective understanding of society and the self-awareness of human society. As an important branch of contemporary philosophy, social epistemology is also an emerging field and a significant form of contemporary epistemology. Research in social epistemology is closely connected with social information theory.
Globalization is the global expansion of modernization, which has been comprehensively promoted since World War II and has become an important form of contemporary human civilization. In recent years, globalization has undergone profound transformations. On the one hand, traditional globalization, which began after World War II, continues to evolve. On the other hand, new forms of globalization are emerging, while some countries are obstructing and suppressing globalization. The coexistence of multiple types of globalization has brought the world into a period of turbulence and change. The world has entered a great transformation unseen in a century, characterized by significant uncertainty, instability, and unpredictability.
The transformation of globalization poses severe challenges to contemporary humanity and to all countries. Each country needs to re-examine and determine its own development path and direction. This situation also creates an urgent need and provides an objective basis for expanding and deepening research on social epistemology, thereby promoting the contemporary development of epistemology and philosophy.
Strengthening the study of social epistemology requires attention to social information issues. This conference advocates for a comprehensive grasp of the deep transformation of globalization, exploring the complex relationship between social information and globalization. It also seeks to explore how to promote cognitive justice, strengthen global justice, and promote global good governance. Through social informatization, the conference aims to advance the contemporary development of social epistemology and enhance human ideological and theoretical consciousness during this period of globalization transformation.
The forum will be conducted in a hybrid format, combining online and offline participation (specific details regarding the time and format of participation will be notified separately). The working language of the forum is English. There is no registration fee for online participants, while offline participants are required to pay a registration fee according to the summit's requirements.
